Google, said Hachamovitch, was gaming P3P to trick IE into accepting tracking cookies, even though Google's Compact Policy Statement does not spell out the search giant's intent. "Google bypasses the cookie protection [in IE] and enables its third-party cookies to be allowed rather than blocked,"? (Dean) Hachamovitch (who leads the IE team) charged.

P3P is said to be a better solution to the problem of cookie-tracking than "Do Not Track", which is backed by the FTC and Microsoft, but is not the perfect answer :

The Neglect of Mental Illness Exacts a Huge Toll, Human and Economic

Mental health care is one of the biggest unmet needs of our time. Nearly one in two people in the U.S. will suffer from depression, anxiety disorders or another mental health ailment at some point in their life, and about one in 17 Americans currently has a serious mental illness. Young people are especially prone to these troubles. Yet millions of people living with these conditions do not receive the care they require. In recent years the health system and state and federal governments have taken steps to right that wrong. Progress has been slow, and budget cuts and legal wrangling have now put many of these measures at risk. Doctors, insurers and politicians need to pick up the pace.

Mental illness strikes without regard for economic class, but the strain is acute for people with low incomes. About one in six adults living at just above the poverty line or lower has severe mental health problems. Without access to affordable treatment, many have a hard time holding down a job yet do not qualify as formally disabled, thus leaving them locked out from insurance coverage. A recent large study in California found that only 32 percent of uninsured residents with mental illnesses received any treatment at all and that less than 12 percent got adequate help.

The human and economic toll is enormous yet often hidden. Untreated mental illnesses in the U.S. cost more than $100 billion a year in lost productivity, according to the National Alliance on Mental Illness (NAMI). Local hospitals and clinics must cope with associated chronic physical diseases. Schools have to open more special education classes. Courts and jails handle a large number of individuals who suffer from untreated mental illnesses. Suicide ranks among the top 15 most common killers in the U.S. (in the top three among young people), and 90 percent of cases can be attributed to mental illness.

The severity of the problem has prodded politicians into action. By 2002, 29 states had mandated that health insurance packages cover mental illness on the same terms as physical illness, and in those states the suicide rate fell by an average of 5 percent. But equalizing coverage means little to those who lack insurance altogether, and states are increasingly failing to make provision for them. In the past three years states have cut up to 39 percent of their mental health budgets, according to NAMI.

The Patient Protection and Affordable Care Act, which President Barack Obama signed into law in 2010, should help fill these holes. It requires that insurance plans offer ?behavioral health? coverage, including mental health and addiction and substance abuse help, as an ?essential health benefit.? At least 3.7 million Americans who are currently living with severe mental illness will get new benefits for their conditions by 2014, either through extended Medicaid coverage or insurance exchanges.

Yet these measures are in legal jeopardy. The U.S. Supreme Court will hear arguments for and against the constitutionality of the act late in March. If the court rules that states do not have to expand their Medicaid programs, as the act currently requires, it could shut out 16 million Americans who would otherwise receive Medicaid coverage for mental health. A ruling that closes the state insurance exchanges would deprive another 16 million. Scuttling the law would also do away with plans to build national centers for the treatment of depression and to improve the way behavioral health services are integrated into standard care.

It is clear that the rising inequality of wealth and income and how the wealthy should be taxed will be major issues in the political campaign.

All the Republican candidates are committed to at least preventing any increase in taxes on those with large incomes. President Obama is pressing the so-called Buffett Rule that would require those making $1 million a year or more to have an effective federal tax rate (taxes divided by income) of at least 30 percent, while raising the top statutory tax rate for those with incomes over $250,000 to 39.6 percent from 35 percent.

One problem that undoubtedly will arise is how to generalize about any particular income class?s tax burden. As I pointed out last week, tax burdens depend a lot on how one defines ?income.? In particular, the tax law makes a sharp distinction between income earned through wages and salaries, sometimes called ?earned? income, on the one hand, and income from capital, or ?unearned? income.

Wage income is very heavily taxed because both the income tax and payroll tax apply to it. The lower one?s income is, the more likely that it consists solely of wages. Therefore, the heavy taxation of labor necessarily hits hard those with low and middle incomes.

By contrast, income from capital is lightly taxed. Unrealized capital gains are untaxed, realized gains are taxed at a maximum rate of just 15 percent, and gains held until death are never taxed. Moreover, wealthy hedge fund managers are permitted to treat their managerial fees as if they are capital gains, something that is called ?carried interest.? Dividends on corporate stock are also taxed at a maximum rate of 15 percent.

The wealthier one is, the less his or her income is derived from labor. According to the Tax Policy Center, households in the middle three quintiles get about 70 percent of their total income from wages and salaries. Those in the top quintile get 55 percent of their income from labor.

For those in the top 1 percent of the income distribution, only about 30 percent of their income comes from labor and for those in the top tenth of 1 percent, just 20 percent of their income comes from labor.

By contrast, those with low and middle incomes derive very little of it from capital. The bottom 80 percent of households get less than 4 percent of their income from capital. For those in the top quintile, however, 16 percent of their income comes from capital. And among the top 1 percent it is 35 percent.

But looking at the data this way understates how low taxes on capital benefit the wealthy, because if one looks only at capital income, virtually all of it goes to them. Those in the top quintile get 86 percent of all the capital income in the United States ? $960 billion out of $1.1 trillion in total capital income. Most of that went to the top 1 percent, which received $633 billion ? 57 percent of the total. And the top 0.1 percent got two-thirds of that.

The point is that a tax system that lightly taxes capital and heavily taxes labor is necessarily going to benefit the wealthy. As this chart illustrates, federal tax rates on the wealthy have been falling since 1978, when Congress cut the maximum capital gains rate to 28 percent from 35 percent.

We rationalize this mainly on the grounds that increasing the stock of capital is good for everyone. For example, it will raise productivity, which in the long run will raise wages for all workers.

The empirical question of whether sharply lower taxes on capital, and hence the wealthy, has actually raised saving, investment and productivity is one I will revisit. Suffice it to say that since 2003, when the current tax rates on capital gains and dividends were instituted, the economy offers little, if any, evidence on this score. (Before 2003, capital gains were taxed at a maximum rate of 20 percent and dividends were taxed like wages and salaries.)

The point I want to make here is that differential tax rates on different forms of income mean that tax burdens will vary not only between income classes but within them as well. The latest Economic Report of the President has an interesting table that illustrates this point.

For the wealthy, we can see, effective tax rates vary between 12 percent for those at the lower end of the top quintile and 29 percent for those at the upper end. Among the top 1 percent, effective rates vary between 9 percent and 35 percent.

Those paying the highest effective rates are, no doubt, those such as doctors and lawyers with large incomes consisting mostly of salaries.

Thus we see that the bottom tenth of those in the top 1 percent pay well less in federal taxes as a share of their income than at least 25 percent of those in the bottom income quintile. And 25 percent of those in the top 1 percent pay less than substantial numbers of households in the upper three quintiles.

I couldn?t find the raw data underlying that in the table, but the Census Bureau put the floor for households in the second quintile at $20,000 in 2010. For the third quintile, the floor was $38,043; for the fourth $61,735; for the fifth $100,065, and for the top 5 percent $180,810.

We can see, then, that the tax system in the United States violates the fundamental principles of income taxation. Those are ?vertical equity,? which says that those with upper incomes should pay a higher effective tax rate than those with modest incomes ? as far back as Adam Smith, ability to pay has always been a core principle of taxation ? and ?horizontal equity,? which says that those with roughly the same income ought to pay roughly the same taxes.

Officers tell Rochester media outlets that a 26-year-old man from Irondequoit left his car running while he went inside a convenience store to get a drink late Saturday night.

While inside the store, someone jumped into the car and drove off with the boy asleep in the car.

Police say the car was found abandoned within 30 minutes. Officials say the boy wasn't harmed and had slept through the entire ordeal.

Police charged the boy's father with endangering the welfare of a child.

The car thief hasn't been found.

She woke up from under some blankets in a strange bed as her eyes refocused on the fireplace that kept the cabin warm. Then she heard his voice. " I hope you like hot chicken soup for that is all I have for now until my next trip to town". Grace laughed out loud and then cried as she replied "thank you for saving my life". She told Billy what happened and he phoned in this accident to the police and the approximate location. They went together to town to shop for items he needed the night before. She spent the next two weeks with him as the fireplace was lit and meals and drinks were on him. Two years later they checked into a cabin where they spent their first night together. Now husband and wife it was a honeymoon of memories. Some tears of joy along with kisses and hugs were shared once again. She woke up to the sound of a crackling fireplace and then pulled off the blanket to get out of bed. They laughed and then tenderly smiled at each other as they both spoon fed each one another some hot chicken soup. Maybe we have here a story of him being at the right place at the right time when she needed it. That is all it actually takes to make a difference in the future of the two involved. WASHINGTON, DC ? Congressman John Garamendi (D-Walnut Grove, CA), a former Insurance Commissioner and a life-long rancher, has?introduced the bipartisan Flood Insurance for Farmers Act of 2012, H.R. 4020.

The bill addresses a serious problem for farmers who produce crops and raise livestock in floodplains. As the Federal Emergency Management Agency (FEMA) continues its studies of the levee systems that protect agricultural land, many of the levees have been downgraded. Until the levees are improved, farmers in many places are unable to build new or upgrade existing agricultural structures necessary to conduct or increase production and business. (For more on this problem,?read ?Remapped flood zones mean new restrictions,? an article in the November 2011 edition of Ag Alert, a weekly newspaper for California agriculture.)

The Flood Insurance for Farmers Act would help remedy this situation by allowing farmers to continue to farm, build necessary agricultural structures and provide a solid economic base for their region. The bill would also allow farmers to obtain subsidized flood insurance on existing and new agricultural structures in these zones.? Furthermore, the legislation would establish a task force to conduct a study on legacy community flood insurance issues nationwide.

Norwegians seek A-ha! moment in North Korean music (AP)

OSLO, Norway ? It's not the face of North Korea the world is used to: five young musicians adding a playful twist to one of the most popular Western pop songs of the 1980s.

On Saturday, an accordion quintet that gained unexpected YouTube fame with their cover of A-ha's megahit "Take on Me" performed the song live at an arts festival in Kirkenes, on Norway's Arctic border with Russia.

"For many it is a revelation that North Koreans open up and play Western pop music with such great joy," said Norwegian artist Morten Traavik, who recorded the video during a visit to the Kum Song school of music in Pyongyang in December. It has since been viewed more than 1 million times on YouTube.

The ensemble accepted his invitation to come to Norway, and their chords formed the musical backdrop Saturday as 250 Norwegian border guards holding colored flipboards tried to create a small-scale version of the giant human mosaics performed at North Korean mass games.

It was choreographed by two North Korean directors, but instead of the patriotic motifs typical to those events, the display in Kirkenes featured local images, such as polar bears and reindeer herders, Traavik said.

It's part of an art project that he's labeled "The Promised Land."

"My idea is to challenge our perceptions of North Koreans, which is extremely negative and stigmatized," he said. "I have a lot of good friends in North Korea. Like other people, they are proud of their country and nature. They are among the friendliest people I have gotten to know."

However, he said North Koreans are marked by a "siege" mentality, from being cut off from the rest of the world by their own authoritarian regime.

"It is important that they experience a very positive response during their visit here," he said. "That they feel welcomed and taken care of."

Behind the big drop in euthanasia for America's dogs and cats (The Christian Science Monitor)

Fewer dogs and cats than ever before are being put to death at animal shelters across the United States. Instead they're living out their lives in pet-care facilities or with families.

The number of animals euthanized each year has decreased dramatically over the past four decades, from some 20 million in 1970 to about 3 million in 2011. Meanwhile, the number of pets has more than doubled since the 1970s, to about 160 million dogs and cats, according to the American Society for the Prevention of Cruelty to Animals.

The decline represents a big shift in the standard of care for America's pets ? at shelters and by pet owners, say animal welfare experts.

"There's much more awareness of appropriate pet ownership nowadays," says Inga Fricke, director of sheltering and pet care issues at the Humane Society of the United States (HSUS). "The progress that we have made in reducing shelter euthanasia rates shows not only a huge change in rescue operations but also positive trends that have transformed the way people care for pets."

Chief among them, Ms. Fricke says, is the higher priority put on spaying and neutering stray animals and new pets.

In the 1970s, animal shelter populations and euthanasia rates hit their peak. Overrun with stray animals, shelters routinely "put to sleep" animals they couldn't make room for, Fricke says. "That is the lowest point anyone can remember, when we were euthanizing some 20 million animals every single year," she says. "They were healthy and adoptable animals that no one wanted and no one had homes for."

That began to change when the first low-cost spay/neuter clinic opened in 1971 in Los Angeles, and the number of animals handled annually by shelters has declined rapidly ever since, according to HSUS data. Indeed, sterilization is practiced much more routinely in shelters today, to strike at the root of animal overpopulation and to find a closer balance between available animals and adoptive homes.

"It has become the standard practice of care," Fricke says. "Years ago, no one really thought or cared about it, but today, it's the exception to have an animal that's not [sterilized]. You make sure [your pet] is spayed or neutered the same way it's properly groomed and taken care of."

It's no small expense. While fees for spaying or neutering a pet vary widely by region, by clinic, and by the size of the animal, the bill often runs into the hundreds of dollars. That people are willing to incur such a cost speaks to the magnitude of the shift in attitude toward the importance of animal population control.

Sterilization is the biggest reason for the decline in shelter euthanasia, says Andrew Rowan, chief scientific officer of HSUS, but it's not the only reason. "There's more of a pet culture today," he says. "People who want dogs have dogs. People who don't want them don't, and they don't have them living outside on their street either."

Still, 5 million to 7 million companion animals enter shelters nationwide each year. Along with spaying and neutering, rescue operations focus on the broader concern for animal welfare, says Cindi Shapiro, president of the Northeast Animal Shelter in Salem, Mass.

Founder of one of the largest no-kill animal shelters in the Northeast, Ms. Shapiro says the mind-set of shelter workers has shifted over time.

"In the past, it was acceptable to throw an animal away, the way you would an old television set," she says. "You would just bring them to the shelter and dump the old dog you don't want anymore."

Shelter personnel were no different, she continues. "For a long time, it's just what you did," she says. "[Animals] came in; you killed them. No one thought that was wrong."

Now, Shapiro says, fewer people see pets as disposable. "Very slowly, people have begun to understand that the lives of cats and dogs have value and that owning a pet is a privilege, not a right."

Shapiro says her shelter took in about 4,200 dogs and cats from overpopulated shelters around the US last year. Since opening in 1976, the shelter has placed about 105,000 pets into adoptive homes.

Thanks to careful planning and a detailed understanding of how many animals the shelter can realistically place in homes, no animal that enters the shelter stays permanently, Shapiro says. Two months has been the longest stay for any animal before being adopted.

There are no firm statistics on no-kill animal shelters in the US, but their numbers appear to be rising, experts say. Moreover, cities with no-kill shelters, such as Reno, Nev., have seen a boost in animal adoptions. Cat adoptions in Reno nearly doubled and dog adoptions increased by 51 percent within a year of putting the no-kill policy in place in 2006.

Shelters, most of which are funded with taxpayer dollars, and pet owners spend more to care for stray and neglected animals these days, according to Mr. Rowan. In 1975 they spent about $1 billion on animal protection, versus $2.8 billion as of 2007, he says, noting the figures are in inflation-adjusted dollars.

"When an animal crosses that threshold and into our care, it's ours, no matter what care they need," says Shapiro, in Salem. "Whether it's medical, behavioral, training ? whatever we need to do to make them adoptable, we'll do it."

As CNN pointed out, the three victories suggest a long, drawn-out primary season for the remaining candidates. Sen. Jim DeMint, R-S.C., said much the same to ABC News at the Conservative Political Action Conference in Washington on Thursday, noting the nominee could be chosen at the Republican National Convention in August.

But it is in the extremes, his almost rabid attacks on anything resembling abortion rights, his lockstep approach to dealing with the enemies of Israel his anti-gay rhetoric, his wealthy-protecting deficit-increasing tax plan and his insistence that his interpretation of Christian beliefs hold sway in any and all arguments that get him into trouble.

And just as it has been for all the other major candidates, from Michele Bachmann to Rick Perry to Herman Cain to Ron Paul to Gingrich to Romney, it has been Santorum's words that have hurt him worst such as his ill-chosen comments about not giving "other people's money to black people to make their lives better" (as captured by CBS News). It did not help when he subsequently attempted to say he never said what he said, which was his defense on Fox News' "The O'Reilly Factor."

So what should be expected in the coming months? More negative ads from all candidates and Super PACs (because they have been effective). A closer race for Romney from Santorum (especially in the more social conservative and religious South, like Tennessee, where Santorum leads in the latest poll, according to The Hill). More opposition to a Gingrich nomination and calls for him to drop out to support Santorum, whom he calls a friend. A possible move to install Santorum as the vice presidential nominee if his bid becomes strong enough.

But when it is all said and done, unless there is a complete collapse of the Republican establishment and Romney becomes involved in one or more debilitating scandals, the former Massachusetts governor will undoubtedly win the GOP's nomination. Despite the electorate's obvious reluctance to support Romney wholeheartedly because of Romneycare and his obsessive flip-flopping on issues, he remains the best chance for Republicans to pull the moderates and independents in a national election. In short, Santorum's extremism will not win over a national electorate.

So what does Missouri, Minnesota and Colorado ultimately tell us? Basically, the same thing national polls have been saying all along. The GOP voters are generally unhappy with their candidates, they're not thrilled with Romney as a their final choice and that in a series of state contests of divided local politics that drag on through to August, they will see Romney and the GOP itself come to understand that all too well.
